PART SIX: PLANS FOR A PERMANENT STATE OF EMERGENCY AND HAVING THE WORLD HEALTH ORGANIZATION AS A NEW GLOBAL GOVERNMENT: THE PLANNING AND PREPARATIONS OF GOVERNMENTS, U.N. AND BUSINESS ELITES FOR THEIR GLOBAL AGENDA
These chapters explore the possible plans for a Pandemic scenario that were in the making long before we heard of Covid-19 and how governments and their partners had been having seminars and simulated events of possible pandemics prior to this current pandemic. Good preparedness or foreknowledge of what was to come?

Summary: In retrospect, it was clear something was being planned. Governments and other players have always had practice scenarios before rolling out fake emergencies. This is no different.
Chapter 24 is called Proper Planning Prevents Poor Performance. Davis begins the chapter by stating that two months after the WHO declared a global pandemic, it passed a resolution to create the Independent Panel for Pandemic Preparedness and Response (IPPPR). This panel has been stating how lockdown strategies and now the responses to the supposed Variants of Concern (VoC) should be encapsulated into law allowing governments to roll them out at will, whenever a perceived VoC appears. They also have proposed that the UN General Assembly creates a Global Health Threats Council which dovetailed with a proposal from World leaders that a Global Pandemic Treaty be formed. The author quotes the former proposal stating that it would have the authority to:
"Maintain political commitment between emergencies and during emergencies; ensure maximum collective action across the international system at all levels; progress towards the goals and targets set by WHO and guide the allocation of resources."
The World leaders proposed that: "Nations should work together towards a new international treaty for pandemic preparedness. It would be rooted in the constitution of the World Health Organisation. The main goal of this treaty would be to foster an all of government and all of society approach.. that connects the health of humans, animals and our planet... To achieve this, we will work with all stakeholders including civil society and the private sector.. Pandemic preparedness needs global leadership for a global health system."
Davis also quotes previous statements and documents from the WHO, citing the goal of creating a Globa Health Governance, and that under the apparent auspices of public health control, it would encompass every aspect of economic, social and personal activity. He quotes: "A range of health determinants are increasingly affected by factors outside of the health sector – trade and investment flows, collective violence and conflict, illicit and criminal activity, environmental change and communication technologies. There is an acute need to broaden the public health agenda to take account of these globalizing forces, and to ensure that the protection and promotion of human health is placed higher on other policy agendas."
While on the surface, that may sound like some noble goals, the assumption has to be that the WHO is working in the true public interest, free from the influence of big corporations or the power and control dynamics of global governments. However, as we have seen the WHO is only a reflection of those very corporate and government interests, so in that light, what the WHO is saying is that it wants to have the authority to influence the national economic and political agenda of independent countries, using partners in civil society and the private sector. They want to have more legal power over national governments. If implemented it may erode remaining autonomy of nation states.
Davis continues to make this point and that even using the word governance as opposed to law could allow dictates to be imposed without any legal constraint. Davis states again how much planning had gone into preparing the narrative and implementation of the pseudopandemic, and that in contrast to the 2009 Swine flu pandemic, which quickly fizzled out and led to much criticism and ridicule of the WHO, this time they were much better prepared. This may sound rather far-fetched to some. Could it be that this whole thing has been coordinated in advance and now be implemented so well? This is one of the common rejoinders to so-called conspiracy theories. “Surely you cannot have the whole word locked down in such a cohesive way. Can a relatively small number of people have such an impact and influence?” Well, the way in which the WHO is established and how much influence it can wield when it imposes “policies” for public health mandates, countries have to obey unless they are willing to counter the agenda of the powerful countries and organizations that influence the WHO. The most powerful governments are pretty much in lockstep with this as they benefit and individual politicians and leaders are also being told what to do. Davis gives the example of the now famous “Event 201” on October 18th 2019 when a group of world leaders in health, security and political strategy came together to discuss what the response should be if there was an outbreak of a pandemic corona virus, leading to a global shutdown. The meeting was organized by the Johns Hopkins University, Bill and Melinda Gates Foundation and the World Economic Forum, all very committed players in the pandemic narrative.
Even though the organizers of Event 201 said any similarity to Covid-19 was simply a coincidence, even the language used was the same, including the oft repeated “new normal.” They even talked of the need to control the media narrative and suppressing any dissenting voices through active censorship. The fact that such a meeting took place just two months before Covid-19 erupted, that a it was also a corona virus and the fact the never seen before lockdown strategies were quickly enforced, exactly as Event 201 discussed, stretches incredulity a bit too far for many. There is a lot of evidence now that people knew that the pandemic was going to happen, sooner or later.
Davis cites other reports from the WHO and also the World Bank which talked about possible events that could lead to disasters of various kinds, including pandemics, and also the impact of population growth and climate change. The impression one gets is how much possible exaggeration has been put into these projections, as if the world has been experiencing cataclysmic events all the time, every year, where as Davis points out, this is not the case. Even the common cold was being discussed as some kind of dangerous epidemic event. Another simulated event in 2019 was something called “Crimson Contagion.” Here the US Department of Health and Human Services (HHS), Department of Homeland Security (DHS) and the Federal Emergency Management Agency (FEMA) envisaged a flu epidemic starting in China. This involved many private and public players, the same ones involved in the current drama. Another event was the “Clade-X Exercise” in 2018, in which a theoretical scenario of a terrorist bio-weapon release led to a system of federal quarantines in the USA. Some of the same people involved in this exercise were involved in Event 201. Davis mentions two people in particular, who were also involved in preparing the “Dark Winter Exercise”, relating to the use of smallpox as a bioweapon. This was just before 9/11 and the subsequent release of Anthrax to individuals and government workers. The anthrax attack was initially blamed on the same group as committed 9/11 but in fact was traced to Fort Dietrich, Maryland, the US bioweapons Center. Another false flag operation, it would seem! Dark Winter envisaged the implementation of the very martial law type strategies we have come to see in the pseudopandemic. Davis quotes the document: "Prohibition of free assembly, national travel ban, quarantine of certain areas, suspension of the writ of habeas corpus [ie, arrest without due processhttps://web.archive.org/web/20210313175735/http:/www.nommeraadio.ee/meedia/pdf/RRS/Rockefeller%20Foundation.pdf">Scenarios For The Future of Technology and International Development”.
In this report the famous “lockstep” scenario was discussed, where due to a global pandemic, the world is put into lockstep, martial law declared, borders closed and people quarantined. It was a theoretical scenario, but yet again, amazingly prescient given our lives in the last two years. Davis discusses in some detail this report, its rationalizations and justifications. As with the others, it becomes clear that the powers that be were meditating upon, planning and anticipating all forms of pandemic scenarios. In their defence, one could say that pandemic planning is important and part of what public health policy is about. However, in many of these scenarios, the parallels are so close to be verging on clairvoyant and it doesn’t take much to see how they were ready to implement the strategies of lockdowns and eviscerating civil liberties and controlling the media etc., once the pandemic had been declared by the WHO, which it did in March 2020, when there were barely a couple of hundred deaths outside China. It is simply too suspicious. The Rockefeller report with its lockstep strategy commented on how well China did, because of its existing surveillance systems. It further said people willingly gave up their freedoms, for increased safety and accepted biometric IDs to be part of daily life.
As Davis says, what may be said to be “preparedness” is in fact “planning”g and this is what we have seen now. The Rockefeller Foundation is one of the important players in that regard as their published documents are one way in which the GPPP roll out their ideas and strategies to be implemented at the appropriate time. Davis then discusses another scenario that has been prepared which was “Cyber Polygon 2020”, run by the World Economic Forum along with the Russian state Franchise. This simulation involved a cyber pandemic in which the world economy is brought to a halt by cyber hackers. The focus of the hackers was the power grid and global finance. Even in real life, in 2020, Christine Lagard of the World Bank was warning of a looming financial crisis created by a hack attack.
What Davis makes clear is that the Russian and Chinese GPPP and banking system are not working against Western interests, as commonly portrayed, but actually working together and collaborating in the planning of a possible cyber-attack.
This chapter, as many before, challenge many assumptions about what we think is true and the role of governments and other actors who have been engaged in the pandemic narrative. It lays out the evidence that many of these theoretical scenarios, reports and studies are in fact setting the foundations for the very thing to happen, whether a viral pandemic or global financial shutdown due to cyber hacking. It is a very sobering read but can make one aware of just how much is going into the possible transition of our global world and the way in which governments and powerful private interests are manipulating things for their own benefit. We are not being told the truth. Davis shows us the evidence. If true, what do we do about it?
